You assume they would be considered normal humans. That's not necessarily true. Nobody knows what status clones would receive. It's just as likely they would be considered second-class, or sub-human, because they would be nothing more than copies.

That would have to be decided by the government of whatever country that makes the first official human clone. In my opinion human clones should not have any different human status than regular humans. I think the majority of the planet would agree with that. But again, that's wouldn't be our decision, but the decision of House of Representatives or the equivilent of it in another country.

But that would be against human rights. Clones are still humans and they would still have all the rights and responsibilities listed in laws and constitutuion. Any serious offense or discrimination against them would be considered racism. Same as it was with african americans.
