They can not, actually. Prostitutes are their own bosses. All money earned is in their own hands, not monitored and tracked like it would be if done under the regulations of a legally operating business. They make their own rates, and control all funds being exchanged. The government doesn't like it when people make money that they can't keep track of.
Drugs are too easy to grow or make on your own, so the government wouldn't make anything from that. They actually make more money of off ticketing people and making them pay a fine for possession, than they would from actual sales, which would be dismal, due to people being easily available to supply it themselves, especially in the case of marijuana.

And about that cannabis thing... Its legality is very much related to the timber paper industry. It posed a great threat to it, to be more specific, so it was made illegal (again).
Apparently, you didn't grasp the part where I mentioned that murder is prosecuteable in court, and people stand to gain something from prosecuting the makers of snuff films.
They don't gain anything by letting snuff films go unchecked. Not to mention, the absurdity. There would be an uprising in america for sure if snuff films were made legal, and the government was actually reaping profits from them. I'd like to think there's still at least a little dignity left in our society, damn.
Porn is civilized. It's just photo or video form of a natural act, exaggerated(like most media is) for entertainment purposes.

No conspiracy here. Everything I said is fact. Tobacco and alcohol are dangerous, lethal substances, that are widely available, and heavily advertised. The government tries to convince you that they do everything for our own good. Dangerous substances being available at every corner store is not for our own good. They don't care though. Why? They get a cut.
On the other hand, they don't get a cut from uncontrolled substances, like say, marijuana, which is why it's illegal despite it's status as a less harmful substance than tobacco or alcohol. Just a small example.
As far as murder is concerned, it is legal - if you're wearing camaflouge, and standing on foriegn soil. As long as you kill only people you're directed to, by the government, who are directing you to kill certain targets for their own gain, obviously; then you're a hero, and not a murderer. If you murder somone on home soil, even if the victim was a bad guy who deserved what he got, you'll be prosecuted, because the act happened on American soil, falls under our laws and loopholes, and by prosecuting you, someone - in this case, the courts - stand to gain something by tossing you in a cage.

You don't understand how the porn industry works. They can't tax you and your girlfriend if you make a porno. Mainstream porn films are distributed through public, verifiable companies, with corporate offices and public listings. Everything is monitored and controlled first through local government, which are overseen by the federal governement. There's a trickle down effect that's going on here. Everything that goes on within government guidelines is monitored. All profits are taxed. I don't know how else to explain it. You either know or you don't, I guess.
