It's actually quite a tricky question to answer, because if you consider services like OnLive - cloud based rendering has obviously been done before.Â
I think I know the question you're asking, and I'm confident the answer is 'no'. Exactly as you say, it's better to offload tasks to the cloud which aren't latency intensive. This outsourcing frees up a bit of internal CPU and/or GPU overhead, and this could be used for other tasks eg: enhance rendering.Â
So in a way, the cloud doesn't enhance rendering directly - at least not yet.Â

In a way it's kind of like a brilliant architect (CPU/GPU) who hires a secretary (Cloud). Sure, the secretary can do jobs, type stuff up, ring people and make appointments, order things, cancel orders etc - but the secretary cannot draw up the plans for a Skyscraper's plant room as they lack the knowledge to do that. Offloading that type of work to the secretary isn't appropriate (at least not with the types of internet connections available today, lol I broke out of the metaphor).Â
Again, this "offloading processes" nonsense is already being done on MMORPGs. The monster spawns and monster AIs aren't being done by your computer. A dedicated server some place is doing that. I don't see MMOs getting graphics awards.
