Kojima can do whatever the f he wants with his game, I mean he is the godfather of MGS he can make all characters completely naked for all I care, its not like MGS fans will buy this game for boobs and fanservice, its the awesome story and gameplay and graphics that defined MGS in the past.

Here in Romania you can get it on disc, at least the PC version of Blood Dragon.
