I hope it's a realistic ninja game, where you get to do ninja stuff: stealth, etc. Not like Ninja Gaiden. Basically I want a slicker, better, more realistic Tenchu, or something that plays like Splinter Cell with ninjas.

I say New York, or Beijing. I'd also like to see the wasteland look more like nuclear winter, with the sun blotted out from smoke and the player dealing with snow and harsh cold. Perhaps that would mean the game would take place much earlier than F3.

Yeah. It stands alone as it's own game, yet stays true to the mythology. The characters are new with their own backgrounds, and the game takes place in the Washington DC area, while the previous games took place around the west coast. There are references to the previous games, but you are not required to recognize them. In fact you may benefit from not playing the previous games because you are free to enjoy this game on its own merits, instead of constantly comparing it the the others. But I still recommend you play those other games just because the are great.

yeah. maybe #1. But why not go with Naked Snake. You can match his outfit much more accurately, and use some facepaint.

Recasting Sam Fisher is like recasting Solid Snake. His low, bada** voice is iconic. Drastically changing the gameplay, plus changing the voice will make it seem like Splinter Cell in name only.
