It's a program used to test the connection between devices. The lower the ping the better the connection is. Some games like Warhawk show ping values (on the right of the list) with the game servers.

Could it possible be my internet connection? Or the server that the game offers. Because I noticed that most of the games I can play online are made by Havok.
