LOL I did to, GTA Vice City 4 would definately have to have the works! :Pthought this was going to be about an amazing new gta iv mod for a minute... ah well, in answer to the question have you tried the usual:
clean out all the dust from inside your pc, clean your processor, graphics card etc
free up hard drive space then defrag
full virus/ malware / spyware scan
update all your drivers, os etc
use ccleaner to clean up your registry and delete temp files etc
and even more obviously, check your specs meet the minimum requirements of the game

Oi, I used Xfire as my friend told me to, I opened up the tab and clicked on show FPS, it shows on the top left so I am sure it's not 28. Could be an error but it does work quite fine, feels like more than 40 fps.
Actually, last night I played it on 1440x900 all night til 4 in the morning, but I really like 1280x960 on most of my games, so thats why its changed. 1440x900 is the biggest res I can go. It ran fine on both. Now tell me, how is this possible?
I do not understand, my PC can play Crysis with everything on Very High settings and I have 280 fps on 1280x960when I am playing.
