To be perfectly honest, PC games have much more replay value typically, especially with online components. I don't mind paying the occasional 4.99 to get a map pack or whatever. It takes time to create quality content. It is kind of weird to introduce that during a recession to though...

Although not "recent' CS 1.6 is still by far the most played competitive shooter, with source being a close second ( source / 1.6 player numbers are close). Beyond that, unreal 3, Team Fortress 2, are pretty fantastic as well.
You can use an OS emulator to emulate windows 95, but I don't think there are many windows 95 emulators around. Even easier would be a dual boot where one system has 95 / the other has xp / 2000 etc.
