Probably because is a launch game and there is no time,kind of like Dead Rising 3 run as low as 15 FPS and is having a ton of issues and not looking even close to Infamous, Infamous surpass it without problems and doesn't have those issues.
Look at Ryse the poster child of graphics on xbox one,full of bugs and sh** effects,Killzone multiplayer actually look better than Ryse single player and it runs at 60FPS..

PRT is a way of saving local GPU memory by keeping the entire texture in main ram and only giving the GPU the cropped texture that is needed for a scene. It is a way to effectively increase the resolution of textures on PC without requiring an increase in GPU memory. hUMA where the CPU and GPU share the same pool of memory makes PRT useless because you have to store the entire texture somewhere in memory. It might work a bit with the ESRAM but you are very limited and based on Rons diagram it looks as though the ESRAM is going to be a cache.it does have to do with prt hUMA is just a cache coherent system and thats the same thing they are using for esram for so they can utilize mega textures, prt

It would totally hit the xbox one perfomance wise,because DDR3 only has 68GB/s and if you ignore ESRAM in order to use hUMA that mean 68GB/s for both CPU and GPU,so even if the CPU takes 10GB of that bandwidth you will have only 58Gb/s for the GPU that would kill performance.
hUMA shouldnt take anywhere near GB of data. Its just cache consistenty and unified structures. The most you should be passing between objects is a couple Kilobytes.
