Metro Last Light was created with less than 10% of the amount of dosh the average western shooter costs, and it's the most graphically demanding game on the market.
All of the programs that you create games with can be found and accessed online fairly easily, some are even open-source (Blender, some IDEs..).
The money is only needed for advertising, licensing and wages. Cut down abit on the first part and use word-of-mouth, and you can make a game without a million dollar budget.
