Have you tried redownloading the maps? Sometimes when I play CoD it doesn't seem to find my downloaded maps on my HDD and I have to download them again. In reality I'm not actually downloading the maps again but when I tell it to redownload them it seems to find the maps after a few seconds. You might want to try this in your Halo 3 game to see if it has a similar effect. Good luck!

I'm not sure about that but they may still be selling refurbished 20gb HDD's for like $20-$30. I saw that they were doing that awhile ago, not sure if it's still going on.
