No, what really happened was that MS tried to steamroll their crappy ideas on to customers, and customers rejected it by not pre-ordering. This scared MS so they did a 180. MS never listened to customers, if they did, they would have been able to predict the X1 backlash.
It's going to be the same for both consoles. They'll have a small number of games for the launch for the first year so in order for you to have something to play, they will make these types of deals.

I got it for $10 on Amazon about a month or two ago. Still haven't played it. Anyways, this is what happens when you try to appeal to everyone - you appeal to almost no one.
I saw the prices for the toys in the store yesterday: $13.99 each. With tax, that's about $15. This is going to be an expensive game to UNLOCK what's already on disk.
