There would be no segregation because the gpu could not be upgraded until Sony or microsoft release the new custom built gpu. When they release the new upgrade, there would be segregation. Those that are willing to upgrade and those that are not. The PC faces the same problem, yet addresses it with a low-level API for the differing configurations.
There are developers who are willing to config for differing configurations and those who are not. Heck, the N64 had the same issue with the expanded RAM pack.
When the ps4 and loop arrive there will be segregation, so I don't see your point. When the time come for this new gpu to be installed it will mark the end of the previous gen. All new game will be designed around the new gpu and no longer support the old. This will allow more people to make the move to the next gen alot faster because the price of the new gpu would be a fraction of the price one would pay for a whole new console. The console would not be treated like a PC the GPU will be custom built and the standard for the system until the next gen arrives in the form of an upgraded GPU. I do remember nintendo doing this with the ram expansion but if you wanted to play the games that utilized it you went out and brought it didn't you. I think it came with DK64.
