Aside from maybe a video card upgrade (when those games are released), your current system can likely handle all that.

Even if the battery wasn't in that good of condition, it would still charge. It would also discharge really fast.

If the BIOS flash doesn't fix it, the best way to tell is to test with the other cord. If it charges, you have a bad power cord. If it doesn't, bad power port.

Things to check -

1) If your PC has onboard graphics, be sure the BIOS is set to use PCIe video (your card) first

2) If the card needs external power, check that the plug isn't loose

3) Be sure the card itself is fully seated in the slot.

4) Try leaving the computer unplugged for about a minute then turn it back on.

Realistically, your first assumption - that the card is dead - is probably right. But any of the above might help unexpectedly (if you haven't already tried).

Correct me if I misread that, but you ARE getting video out of the VGA port right? Is it the right color depth and resolution? What - if anything - does device manager list for the video card?

Really? I'm 99% sure I have a LGA 775 chipset, which I know is supported by Core 2 Duo. Can anyone confirm that all motherboards with LGA 775 chipsets have DDR2 support? If my motherboard has DDR2 support, that would be very nice.

LGA 775 is the socket type, what I'm looking for is the chipset, or northbridge chip to be specific. Download a program called CPU-Z, go to the mainboard tab and tell me what it says under chipset. Also under memory it will tell you what type of DDR you are using.

Yeah, you're going to have to know what northbridge your motherboard has. I can tell you from firsthand experience that just because it fits in the socket does not guarantee its compaitble with your motherboard. If nothing else, you should check with your motherboard's manufacturer to see if that CPU is supported. My guess is it's not.

Oh and... would I see a signifigant performance decrease is I upgrade from 2x 20inch 1680 x 1050 monitors to 1 or 2 24inch 1900 x 1080 monitors on my 8800GTS?

You might if you up the in-game resolution to match your new monitor(s) higher native resolution.
