We can assume that. However, we could also argue that GT6 was wasteful spending for them if they already knew that limitation, especially with the PS4 being released. I personally don't think a lot of "heart" went into GT6, especially since people were hoping for things like liveries. No matter how "tapped out" a system can be, there are always ways to find meaningful improvements and additions. GT6 found next to none.
