I think the Military would probly hold up the will of the people if it's strong enough in such a case. That happened during the Russian revolution in 1918.
What's the will of the people though? They don't even understand what's going on The will of the people is whatever the people want. Our government is for the people, by the people. So technically if the people feel that their rights to life, liberty, and the pursuit of happiness are being violated, a revolution is acceptable.
