srry guys in some cases a dell can be cheaper then homebuilt....... you just have to be lucky with what they offer at the time.
I have had dells and my own built computers
(most of the dells are upgradable just watch out for what you buy. like in some cases you can't change the psu and most dell cases arent compatible with a other motherboard.)
and they tend to use a bit slower and cheaper ramm but you can change that when you order.
as for the reason that you can't overclock them "THAT IS UTTER **** yes you can't overclock them through a the bios but if you just use google you can find a handy programm named clockgen http://www.cpuid.com/clockgen.php with this you can overclock your cpu easy (did that on a few dells and works like a charm but be carefull and watch your temps)
a plus of making your own pc is you know what brand of parts you use you can choose what you need and better tune it on the use
but most dells are decent computers if you don't want to built yourself it is a good alternative and they have good deals
