loans do solve problems when you are negative 19 billion dollars. the goverment can make some more money like it's been doing. California can't make money. But the federal goverment can.

we just ask to borrow some, and then pay them back when times are brighter.

Some people are. I am, but I think that sometimes people are just crazy.

These people should be locked up so that they don't hurt themselves or anyone else.

And it's good to lock them up but there are no mental places anymore.
