Only reason 360 didn't have full BC was because of Intel and Nvidia owned the rights to the chips. MS didn't want to buy them at expensive prices. So they ended up programing some games to be BC.
So this time around MS made sure they own the rights to the chips. So we can expect them to work something out next gen for BC. Will be great if they stick to what they said and give us BC.

Neither of those really makes me think that Microsoft will actively support BC, any more than they have this gen. I think they'll only include BC if the price point for the new console is sufficiently high that people hesistate to adopt it (i.e. PS3). BC doesn't really generate any revenue and can cost a considerable amount of money.
