All blu ray ps3 games are region free, all blu ray movies are region locked. I've heard unconfirmed reports saying that some Blu Ray games rely on the data provided on the disk while some rely on your account information, so there is a slight chance you'll end up playing against people from different regions.
Look for ones that come formatted in FAT32 - They usually are the ones that say they work on Mac computers on the box, like Western Digital MyBooks. Any one works when you format it to FAT32, but you need special software to format hard drives larger then 32 GB like that under windows, although its really easy to do it under Linux and OS X
The most effective, but by far the riskiest, is to open it using some of those small screwdrivers they sell at radioshack and clean it. There are many tutorials for opening sixaxises online, the dualshock 3 is exactly the same inside except for the rumble motors, which shouldn't be a problem. To find these tutorials, look up "sixaxis led mod" or "dualshock 3 led mod". You aren't actually going to install a LED in it of course, but they often have great step by step directions for opening it. *disclamer- not responsible for broken controllers caused by trying this- use only as a last ditch effort, if all else fails and your importer won't take it back*
PS3 video 9 is great, i've used it many times and liked it...although if you had done a google search for "PS3 video converter" and checked the top result, you would have found that without needing to ask a question that has been asked many times...just saying.
