I have gotten 2 computers through the years from CyberpowerPC.com. Some people have problems, but most of the problems are because people select poor power supplies. I have not had any issues with them and the prices are fair. I used to build my own, but have become disabled and can't anymore. They end up being about 100-200 more + shipping than building one youself so this has been a good option for me. If you need help selecting components just try a build and post it and me and others can critique.
Another option is to watch Ebay like a hawk for a few weeks. I've seen a few good deals where people are selling their almost recent PC's for whatever reason. Just make sure they list all the components and nothing raises a red flag (ie. bad power supplies, previous overclocking, ect ect).
