Scorpio could shift that downturn but it won't happen over night. If the Xbox crowd cared at all about performance or graphics they would have already bought PS4's and PS4 Pro's so Microsoft's success will be from PS4 gamers moving to Scorpio to obtain even better graphics than they have with the Pro. However, by the time Microsoft catches up there's a strong chance PS5 will be announced and we all know Sony will cram more performance in there to not allow Xbox to have the performance lead.
Hmmm.. lower the full retail price of games and you will magically see more people buying games before they end up on sale, used or clearance somewhere.

@romeothebeast: Many times the Microsoft camp has implied that a form of checkerboard rendering will be utilized on dynamically scaled games to achieve a 4K image. Native will be rare, not as rare as native on the PS4 Pro but genuine 60fps will be more rare than that. Because 4k/60 is an impossible target at just 6Tflops, Microsoft will be pushing for gamers to use Freesync displays to help with the crazy framerates it's still bound to have.
