This is a cheap experiment, they are releasing them "as is" in downloadable form, so the answer to your question is; "why not?". It's cheap, and not very difficult for them to do. Some of the best games from the The Dreamcast library would be awesome on the arcade though, you have a great point there.
If we're talking about the original xbox... google xbox ram upgrade. it's not exactly easy, you may still be able to buy a motherboard with the modification.
Some people have modified original xboxs by soldering on larger ram chips typically to improve performance with linux. That said, 360 wasn't designed with an upgrade in mind so no it's not really conventionally possible. Also, to benefit from additional ram they would have needed an additional empty slot. you can just add ram to any old port; usb, ethernet, even Serial ATA would be far too slow.
Because you already own halo3, i don't think comparing them is a relevant question. Is COD4 worth a purchase? It's one of the best games of the year so of course it is. As for PC vs 360... I'm used to playing cod on 360 and I have more people (that I know) to play with on live. The game looks great on 360, and I prefer playing it where I have the best surround sound so that's why I went with the 360 version even though I might be able to get better visuals out of my PC (q6600, 8800GTS-320mb)

You aren't really missing anything, it's not worth buying a new tv yet over a few pixels. Maybe in five years most games will be rendered in 1080p, that would be a good time to replace your current (more than capable) TV.
All you need to clean a plasma screen is a little bit of water and "Micro-Fiber" clothe. These are generally easy to find in a grocery store for like $3. Or get the monster cleaning kit as mentioned above.
