I couldn't find a card at 50$ that offered reasonably good performance, but at 60$ you can buy an X850 XT. It should run most of today's games at medium settings at 1024X768, though for today's more demanding games I can't guarantee that. (I wouldn't even bother trying Crysis on it) I highly recommend you allow yourself a larger budget, as price to performance is a lot better once you get to cards that are 100$ and over.

My CPU isn't much slower, I have a Q6600 at 2.8 GHz and the HD4850 is at stock speed. I think it's just because there are still no offical drivers supporting the 4850. Were you running the benchmark that came with Crysis to determine your FPS?
Ive used Fraps,Xfire,Crysis benchmark and What Ive seen while playing.
Odd, I searched the internet for a bit and found that some people averaged 47 fps on a 4850 while others averaged 41 fps. I might try and overclock my cpu to 3.0 GHz to see if that makes any difference, but I still think it is probably just because the 4850's are in need of good drivers.
