The GTS 450 will cost me $172 and the GTX 460 will be around $224. My budet is only around $800-$1100. And I honestly do not have the experience to know about my wattage and PCIe feed cables.

The wattage is usually on a sticker at the side of the power supply. PCIe feed cables coming from a PSU have these connectors at the end:

GTS 450 is pretty much a dud in the performance department... How much is it for you to jump up to something like a gtx 460 768mb model or a 6850 (if you stuck with 1 six pin)...
