After several hours and getting the story to be reported look like the members of that Hotmail thread have an answer...

Hello Hotmail customers who are having issues receiving Sony's password reset mails,
Thank you for reporting this issue so that we could investigate the situation. When Sony re-launched their online service and then Playstation users initiated password resets, Hotmail saw a dramatic, unexpected increase in mails sent from Sony. Unfortunately, these kinds of huge changes in volume are also one characteristic of an email server that has been compromised by spammers. Consequently, Hotmail temporarily refused delivery of emails from Sony's password reset servers as a defensive response to a potential spam attack.
We have been in discussions with Sony to identify the affected servers and are delighted to report that this issue should now be resolved. It may take a couple of hours for you to receive your password reset mail. If you do not receive your reset mail within a few hours, please request a new password from Sony.
Hotmail and Sony are actively monitoring this situation to help better ensure that all password reset requests go through as quickly as possible.
Thank you,
