This is not true.. search theZTZ99 MBT and thier russian fighter (can't remember name) and you will see those are some of the best combat vehicles and thier main assault rifle is also pretty up to date (not most recent though)

i determine power by the amount of money a country spends on its defense. after all, quality > quantity in my eyes. so it doesnt matter if the armed forces are small in size as long as they are high tech.

anyways, on the dude who said Russia should be 2nd place because they are the only country who can compete with the USA. Russia's military budget is very low when you compare it to Russia's size and overall GDP. They are nowhere near as powerful as they use to be.
