Who is "they" you are talking about? Only Nvidia and ATI has the rights to re-code and change the core architecture of their chips. Not any other manufacturer can do it.

"They" i mean some people who can with their knowledge to re-code the GPU chips. Just what like i said... it can be modified but in an illegal way
