The 9500gt is around 2-3 times faster than the 7300gt so its a good upgrade.

Try searching for the HD4670, it should be at the same price as the 9500gt but its twice as fast.

Also the 9500gt isnt powerful enough to use all the badwith of pci-e 2.0 not even the best current card can, so there shouldnt be any problems with pci-e x16.
