What it says is: If somebody says that they saw God, then they could just as easily chop that up to being a hallucination. Re-read it.

again that is an arugment YOU made, not god. regardless of what you say, unless there is solid scientific PROOF that god exists or unless god comes out and does something amazing for everybody to see there is no argument for god's existence.
