By setting the minimum and maximum size to the same value, you are basically ensuring that the page file never moves from it's physical location on the drive.
Assuming that, everyone's advice to put the page file on the fastest drive is sound.
Partitioning a single drive to accomodate for your pagefile is usually not a good idea, since partitioning in general slows down the drive.
So in a normal case, on a computer with a single hard-drive, the best course of action is to set the pagefile sizes after a fresh format, to make sure it will not move in the future, and put it as close as possible to the front of the drive.
Most tweak sites suggest to set the miniumum and maximum value to 2.5x of your maximum RAM. So if you have 1024MB of ram, you would set your minimum and maximum page file size to 2560MB.
