I meant it's a nearby country with a tenth of the population and a similar culture who largely define themselves as "not the bigger country". No doubt those oil rigs are expensive but its easier to maintain. North Canada is practically under heavy snow all the time. A big drill that requires high maintainence and reliability would be needed to withstand that cold both below and above the surface. Not to mention the manpower involved.
It's not because of ice, it's because it's mixed with sand.
