i dont think its more expensive to mine than anywhere else. (oil rigs in the middle of the ocean, nordic sea etc.) its basically just a big drill
beside the alternative is no oil at all which sucks too

No doubt those oil rigs are expensive but its easier to maintain. North Canada is practically under heavy snow all the time. A big drill that requires high maintainence and reliability would be needed to withstand that cold both below and above the surface. Not to mention the manpower involved.
It's not because of ice, it's because it's mixed with sand. It much more difficult and expensive to extract the oil there than in the mideast for example.
