PC hasn't innovated anything, it has only strengthened its existing components - the reason being is that there is no real first party.

I'm not arguing anything - i'm asking questions about the claim that Valve doesn't set prices at all. This claim is yet to be shown as absolute.
The documentation did not explicitly support this, and details that you've given since are just guesses. Such as "to make sure there are no mistakes"...
