Well, with the unique setup of the Wii guitar in GH3 (the way the Wiimote attaches to the inside of the guitar), I dont see how they could design it any differently with GH4. So they should be compatable with each other.
I'm looking forward to GH4 only because I never bought Rock Band and I'm crazy about playing the drums :D
Brawl is always good mplayer fun :)
And, in my opinion, Mario Party 8 would only be good to rent - it is pretty fun, but after a few games it does loose it's charm.
Just like jaysonguy said; unless the processes are in real time, simply flicking the remote will use little to no processing power - and in my opinion, even with real time actions I'm sure the processor doesn't take much of a hit. The GPU is mostly responsible for the smoothness of games, not the processor so much - especially since most Wii games dont apply real time physics and all that good stuff.
