start a blog. write everyday. build a portfolio by writing your own features and creating your own content. write for other volunteer or community outlets (don't start here, do something like wordpress, mostly because it's free, but you could start a domain on something like godaddy for something like $10 a month, i think. that's what a friend and fellow writer told me anyway) crank out the work, then people will look at you.
depending how young you are and how your resume looks like, no one is going to take you seriously (everyone can write, but not everyone can write well). if you're starting out, do this. It'll take a while, but before long you could get some offers. once youre confident and have content, don't be afraid to push for getting paid.
unless you have contacts, writing for free is a tough pill to swallow and a reality you'll have to face. just keep your head up and keep writing. no saying how long this could take though. if that's you in your profile picture, you could write and probably have a job before you graduate from college/uni
