You can't -make- your mom do anything she doesn't want to do, but I can offer some logical counterarguments to those points that may help:
1) The Xbox 360 breaks easily.
While it's true that the original model 360s had a pretty high failure rate, the new models are much better. Also, all models of Xbox come with a 1 year manufacturer's warranty so if anything breaks then Microsoft will replace it with a refurbished model for free. It's only after the first year that you have to start paying for repairs, but again the new units are about as reliable as any other piece of consumer electronics.
2) Monthly fees.
The Xbox does not -require- a subscription fee, you just can't play online without it. Now granted, if all your friends have Xboxes then it's likely you'll want to play online so I don't know if you'll want to go with that argument. Another direction you can go is you can point out that the subscription fee isn't charged monthly. The most cost effective way to subscribe is to pay for a year up front at $60 USD flat (no tax). That works out to $5 USD per month, but again there's no recurring charge. If she's concerned about handing over credit card information and getting a recurring bill, you can sign up for the service by buying a code from a retailer like Gamestop for cash.
I hope that helps. But to be honest, I don't know your mom. Maybe she's already bought you one and she's just messing with your head. :)
