More RAM, add one gig more, they are very cheap now.

BUT it is absolutely VITAL that you defragment your disk drive, if you do it, most of the stuttering will be gone, that if you don't have it fragmented already.

Must be because of my bandwidth, it's not a security problem. I've tried with three different browsers and two OS.

I don't know about your object dock, but your card is video card is very bad, I have a 8500gt (they're almost equal).

I play at 960x600 with 2x of AA, the game runs very smooth at that res.

Try installing the latest drivers for your video card, and defragment your disk, etc. But seriously, if also your dock is slow, it is a computer fault, remove crap on your system, virus scan, etc.
