Though, don't get me wrong, The Witcher 3 looks great, and I wouldn't go as far as to say Fallout 4 looks better. But people are giving Fallout 4 hell for no reason. It looks good, just has a different color palate than people are used to for Fallout games, and the textures are off-putting. If you have a good enough rig to run that shit on ultra it looks great.
