There's no excuse for unreal tournament 3 being so poorly optimized even the looking feels so screwed up the game doesnt even feel like unreal anymore.

It's the same, man. Hell I didn't even know you could uncap your FPS, and even without doing that I'm still getting 60+ FPS. Probably be noticeably more if I uncap. Why are you maxing your settings out, anyway? Don't you have a crappy CPU? Frames should be your priority, not graphics. Seems to me like you're just trying to stress your rig, and then blaming the game when it doesn't go well.
LOL, yea a athlon 64 3800+ 2.4 ghz socket 939 is terrible.

nobody has shown me they are getting good framerates with 100% screen percentage option on, smart guy not to mention this is the 1 option that kills my framerate set to max/100%.
I sure hope 600$ 8800 gtx maintains a solid 60 fps at that low resolution with no anti aliasing i would be pissed if it didnt, the game runs terrible on my 7800 gtx 256 mb, the 8800 gtx is so much more powerful it's crazy, so even if the games poorly optimized the 8800 gtx will still demolish it,ut3 is badly optimized though.
See the option that say's screen percentage? my framerate is 60 fps untill i put the screen percentage option to 100% and then it just absolutly kills my framerate putting that to 100% but with it not on 100% the games really ugly makes it blurry/jaggie.
