There are people playing online but not very many. You probably won't have a hard time finding a match, but its certainly not a bustling game by any means.
Definitely check out the Call of Duty steam pack, 30 bucks for all of the PC CoD games minus MW2 is a fantastic deal, especially if you don't already have any of them. One thing to keep in mind though about Nazi Zombies is, while it does exist for PC, you can't play it solo like you can on the Xbox, and its a bit of a pain to get into a game as it isn't particularly popular anymore. However, it is still fun to play with friends. Don't discount the multi-player on any of the PC Call of Duty games either, they are all well populated, and mods have definitely helped increase their life span.
I'm not sure those minimum specifications are accurate anymore, as the game just underwent a major update to a newer version of the Source engine. Regardless, I'm pretty sure you'll be able to run it, you might want to try to acquire a guest pass from someone first so you can try to make sure. Another way of making sure would be to download a game like HL2DM, which is now available for free to nVidia video card users at: http://www.steampowered.com/nvidia/ Oh, and if you can run TF2, then CSS will either run just as well, or slightly better.
You should be able to run Oblivion on that PC, although it wouldn't be the "best way" to play it. However, Morrowind, which many people to be a whole lot better than Oblivion, would run perfectly on your computer.
I got in on the GTA IV part fairly late, waiting for the..unfortunate PC port. and I have to say, GTA IV is the kind of game that, at least for me, will certainly go down as one of the all time greatest. The city itself isalive, which im not sure you can say for some other games in the series, though they didn't really have the technology at the time to portray it. The characters are believable and you find yourself coming to really feel like Niko.
if you are familiar with the Keyboard and mouse control scheme, and you've already come to love playing the CoD series on a console, then going and playing the PC version if pretty much a necessity, not only because of the benefits like the free map packs, but all of the extra mods and maps add a whole new layer of fun to the game. So in short, buy it, you wont regret it.
