Actually its pretty cool. The only problem I have found is that using it in a game that you would normally be mic'd up for, it can get a bit confused.
All you have to do, once you have rounded your mates together and your in the lobby is tell everyone to leave the party, you will then all be able talk again with each other straight away. I dont think it was ever meant to be used as an alternative to the normal way you communicate in game, more of a pre-game mechanic to get everyone together so can talk BEFORE you choose a game to play, or even find out if your mate wants to jump into your game for a few rounds.
You just need to know how to use it.

You could keep the party intact and just tell everyone to switch to game chat, and then you don't need to keep re-creating the party again...
