All i'm saying is a bikini isn't necessary so if the mom knows that thier kid is going to have friends over then sun bathing in the back garden in a bikini ain't the best idea. If she just happens to be at the beach and her kid and friends turn up then she can't be blamed for doing anything wrong but she could easily move down the beach 100 yards just to give the kid an easyer time.
Think of it this way, if your dad was hot and was walking round the house topless knowing full well that you and your friends were there most people would find it weird that he wouldn't put a shirt on just to avoid the "Your dad's hot" and the awkward silence that would follow.
It's just courtesy, it's not that she can't walk round like that it would just be nice if she wouldn't infront of friends when it's not necessary.

Hello there. :)
Although a bikini is not necessary, that doesn't mean she can't wear one if she wants to. There is nothing inappropriate about wearing swimwear by the pool. I'd think it's expected, even.
Also, men naturally go without shirts all the time, not even including near the pool. Why does a father have to wear a shirt around his daughter's friends, if he doesn't feel like it? He's probably not even thinking that teenage girls would be checking him out anyway. It's not like sexual arousal is a bad thing either, and if you think teenagers aren't into that kind of thing, or aren't getting satisfaction some other way, you're only fooling yourself. Our society is just a tad uptight when it comes to these kinds of things. Skin is no sin. Viewing another human's body parts is harmless. You know, in most European countries, things like this aren't a problem at all. In Germany, Belgium, France, and others, you'll see entire families on the beaches together, fully nude. Everybody naked, and nobody making a big scene about it. It's a matter of America's maturity, when you pull back all the layers and see the problem at it's root.
But you probably already knew that. :)
