A native citizen, disgruntled with the government, bent on killing innocent people based on a delusional agenda.

Some countries do that. I remember in New Zealand back in 2000 that a life sentence essentially meant you'd spend 14 years in jail. The reason -- it was too costly to keep one person in jail for longer than that.

I was shocked when I heard about it, first thing I did was to call my relatives there and find out if they were ok, they were :)
But it seems like this is an attack against the government and the labour party, it also seemed pretty organized.
I dont think this was done by islamists, they probably just want the opportunity to brag abouth things they haven`t done.
I dont think there are any final confirmed death tolls, but it keeps increasing, yet very low considering the fact that it was kind of a huge explosion.
Anyway, my heart goes out to my family, friends and countrymen in Oslo.
