Emo is a genre that stemmed off of hardcore that started in the early 90's but lost popularity once the new century. Sunny Day Real Estate and Rites of Spring are prime examples. MCR are no where near this. I'd consider MCR pop punk.

Edit: I have a general disliking for the emo subculture. Not because of their sensitivity, just because they listen to the same exact music all the popular kids and just "dress the part." They took everything indie kids wore and made it black.

Why doesn't anyone call Edgar Allen Poe emo? My Chemical Romance are writing art that's like Poe's. Emo is supposed to apply to people who get emotional about a lot of things like the lady in the video I posted. MCR, Poe, and others are creating art.
