It's projecting 313 electoral votes for Obama (which is an impossible combination), because it has Florida as a toss up at this point.I suppose that the electoral vote forecast is basically just the sum of the products of victory probabilities and electoral votes, and thus roughly half of Florida's votes are subtracted away from it?

It has to do with privacy and influencing votes per those state's election laws. It can be construed as election fraud, which is a felony. I guess it is similar to candidates campaigning in front of polling places.
State Law: Documenting Your Vote documents what is allowed in your state as far as photographing or making a video of your ballot and polling place.
