I don't actually Bert stare people; that's just the look I tend to have when I make eye contact with someone, or when I'm talking to them. Anyhow, to give you an idea of people being creeped out by me without me doing anything, consider the following example: Sometimes I'll be on a bus all the while completely focused on my phone or tablet, and then I'll lift my head up to see how far along the route the bus is, and I'll notice someone staring at me with a look of wariness or as if there's something off about me.

[spoiler] An alternative solution would be to create a place called "Rape Land". Single female parents who have a hard time raising and providing for their kids could volunteer to live in "Rape Land" to serve as "victims". In exchange, the government would take care of their kids and provide them with the best care. Rapists could be sent to "Rape Land" to live out their wildest dreams without any fear of punishment.
