Of coarse it was strong, just at the time not as strong as GermanyNot relevant, the claim you made was that Russia has ALWAYS been strong. When the reality is that Russia has had many bad years as well. This is just World War 1, what about the Sino-Russo war? The Japanese had no problems with the Russians then. Even the Soviet Union was largely irrelevant for much of the early 20th century until post WW2. The Soviet Union had actually spent many of its early years reliant upon foreign aid.
