disregarding his personal speculation regarding the release date of PS4 which is 100% going to be 2020 and his guestimation about the PS5 price point (won't be any more than $499), his report findings are from an internal developer with Sony which he could not reveal is interesting.
Looks like Sony is All hands on Deck for PS5 game development already.
The specs he's referring to looks to be dev kit which will be cut down

This most likely a dev kit and would be cut down to something like...

other points of note:
It's aiming for ultra high frame-rates and going to have out of the box BC codeing the PS5 for PS4 games with better performance.
