When they said they might have to take some steps in that article, it basically means we're creating MGS 4 because PS3 didn't sell too much.
If they make it for the 360, they have NOTHING to lose. No Sony fanboy is going to boycott Konami because they want to play MGS 4 so badly. All they get is a userbase that is 3-4 times as big as the PS3 to sell to. So what if it's on 10 discs, getting up and switiching discs isn't that hard to do and won't matter because you're just having fun with the game.
If they don't make it for the 360, you have very little people to sell it to. It won't increase PS3 sales so much as to give all their profits back. Just look at the game, it's BEAUTIFUL. Those graphics come at a price, I'm guessing $40-$50 million(if FF12 cost $35, then this has to cost more). Not every PS3 owner will get it, and there aren't enough PS3 owners.
What does Konami have to lose to put it on the 360? Nothing. On the PS3 only? $$$$$$$$$$$$$, and that's all that matters in business.
