Really, it is.
The story is far better written with far more focus (the focus on the pairbond between Delta and Eleanor), Sofia Lamb is a far more deep villian than Comstock is, Eleanor is actually a more kick ass female character than Elizabeth was told she would be, the characters in Bioshock 2 are deeper than there infinite counterparts (really Grace is a far more deep character than underdeveloped Daisy is), while unlike Infinite, Bioshock 2 characters are not as black and white (antagonists can be tragic while allies can be shady, even have wronged you majorly in the past), the gameplay is actually more varied than Infinite with more options for combat, and Infinite is a giant step back in choice and consquence while Bioshock 2 was a huge improvement over the first in that department.
Then Minerva's Den.....more clever than Infinite without even trying to be, while Infinite shows signs of trying to hard to be clever. Booker DeWitt is nothing compared to Charles Milton Porter, who is actually a deeper silent protagonist than Booker is vocal. And Minerva's Den handles racism in one audio log much better than Infinite does in the entire game.
Bioshock 2's story problems are its slow beginning and its need of the first game. But Godfather Part II also needs the original Godfather, but even then its still great. Infinite has focus problems, weak character development (outside Liz), lack of depth in key areas, plot holes, deus ex machina, and when it came down to exploring what would make infinite unique, the direction cowardly runs away from it, instead putting focus in a deus ex machina riddled, convoluted, time and space travel story, with a cop out arbitary ending. The team that made Bioshock 2 knows how to end a game, because Levine sure doesn't. Bioshock 2 keeps focus...its all about the pairbond.
Sorry, but the game thought as a cash in with the Bioshock name is a far more focused and better game that the game hyped months before release in how important and revolutionary it is. Bioshock 2 was humble, Infinite is pretentious.
And Infinite's DLC will have to impress, because Minerva's Den IS the "bar" when it comes to great DLC.
